If your planned home extension or alteration falls outside Permitted Development rights, you’ll need householder planning permission from Leeds City Council. Here’s a clear guide to when it applies, how the process works, and what YPDS does for you.

When Do You Need Householder Planning Permission?

You need a householder planning application if your project:

  • Exceeds the single storey rear extension limits (3m semi/terraced, 4m detached) or the larger home extension Prior Approval limits (6m/8m)
  • Is a two storey or first floor extension
  • Involves extending to the side of your property beyond half the original house width
  • Is in a conservation area and involves changes visible from the street
  • Is on a listed building (also needs Listed Building Consent)
  • Has had Permitted Development rights removed by an Article 4 Direction
  • Involves a front extension or porch larger than PD limits

How to Apply for Planning Permission in Leeds

Applications are submitted through the Planning Portal (England’s national online planning application system) or directly via Leeds City Council’s website. YPDS handles the full submission on your behalf — you won’t need to navigate the portal yourself.

Your application will need:

  • A site location plan (Ordnance Survey map showing the red-line boundary)
  • A block plan showing the site layout
  • Existing floor plans and elevations
  • Proposed floor plans and elevations showing the new works
  • In some cases, a Design and Access Statement

YPDS produces all of these as part of our standard drawings package, starting from £1,200 inc. VAT for a single storey extension.

The Leeds City Council Consultation Process

Once your application is validated (usually within 1–2 weeks of submission), Leeds City Council has a statutory 8-week determination period. During this time:

  • A planning officer is assigned to your application
  • Immediate neighbours are notified by letter and given 21 days to comment
  • The application is published on the council’s planning website
  • The planning officer may visit the site or request additional information

For straightforward householder extensions, the vast majority of decisions are made within the 8-week target. Complex cases or those involving objections may take longer.

What Happens if Planning is Refused?

If Leeds City Council refuses your application, you have two options: redesign and resubmit (free within 12 months of refusal), or appeal to the Planning Inspectorate. YPDS will advise you on the most appropriate route and can redesign the scheme if necessary.

In our experience, most refusals on householder projects are avoidable with good design and an understanding of what local planning officers expect. We design to the Leeds Local Development Framework and national policy from the outset.

How Long Does the Whole Process Take?

A typical timeline from first enquiry to planning decision:

  • Weeks 1–3: YPDS site visit, survey, and design
  • Weeks 3–4: Drawings produced and submitted to Leeds City Council
  • Weeks 5–6: Application validated and consultation period runs
  • Weeks 11–12: Decision issued (8 weeks from validation)

Building regulations drawings can be prepared alongside your planning application so your contractor can price the work while planning is pending.
